About USAID's Bureau for Humanitarian Assistance

USAID’s Bureau for Humanitarian Assistance (BHA) provides life-saving humanitarian assistance—including food, water, shelter, emergency healthcare, sanitation and hygiene, and critical nutrition services—to the world’s most vulnerable and hardest-to-reach people. BHA is the lead federal coordinator for international disaster assistance, harnessing the expertise and unique capacities of other U.S. government entities to effectively respond to natural disasters and complex crises around the world. BHA takes a holistic look at humanitarian aid, providing assistance before, during and after a crisis—from readiness and response, to relief and recovery.

Duties

The SRG Humanitarian Advisor will perform the following tasks:

  • Qualify, train for, and routinely serve on disaster/humanitarian responses in Washington DC or in the disaster area for 4 to 6 weeks (or more) intervals.
  • Research, analyze, and develop policy recommendations on specific issues relating to humanitarian affairs.
  • Represent BHA in international and USG interagency forums on disaster response and humanitarian issues.
  • Assist in conducting specialized humanitarian training on the international humanitarian architecture.
  • Attend various international humanitarian meetings and provide authoritative information to formulate humanitarian policies.
  • Work cooperatively with relevant USG offices and serve as a lead point of contact for these groups in humanitarian affairs.
  • Coordinate with other federal agencies on international disaster responses.
  • Provide skilled support to G3PC humanitarian policy, training, and programs.
  • Take trainings as needed for the role.
  • Act as subject matter expert and trainer for G3PC-managed trainings.
  • Serve on temporary short-term assignments (“detail”) on other teams within the office or Bureau as needed.
  • Support BHA’s hiring efforts and serve on PSC hiring committees.

Qualifications

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION:

  • A High School Diploma or its equivalent with at least ten (10) years of experience in relevant fields, including four (4) years in civilian-led disaster relief or humanitarian assistance efforts.
  • A Bachelor’s degree in any discipline with at least six (6) years of experience, including four (4) years in civilian-led disaster relief or humanitarian assistance efforts.
  • A Master's in any discipline with at least four (4) years of experience, including four (4) years in civilian-led disaster relief or humanitarian assistance efforts.

AND:

  • Experience leading international emergency response efforts and working with multiple stakeholders across the USG interagency.
  • Experience making policy or programmatic recommendations to senior leaders on international emergency response or humanitarian situations.
