SUMMARY DESCRIPTION
Under general direction, participates in the activities of the Public Works Department and the associated operational divisions. Ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

Staff who meet the minimum progression requirements are eligible to progress from Maintenance Worker I to Maintenance Worker II by meeting the following eligibility criteria:

  • Employee demonstrates proficiency in skills-based competency requirements, as validated by division Supervisor. The skills-based competency requirements are attached as a supplemental attachment to this job description.
  • Employee must demonstrate satisfactory performance standards, including no prior discipline / Performance Improvement Plans within the prior year
  • Employees who meet the eligibility requirements will be eligible for the progression from a Maintenance Worker I position to a Maintenance Worker II position at the employee's annual anniversary date, effective January 1, 2024.
Maintenance Worker I/II positions are assigned to various divisions within the Public Works Department:

  • Facilities: Maintenance related to the City facilities.
  • Parks: Maintenance and repair of irrigation systems, maintenance and inspection of municipal parks, landscape construction, recreation facilities, rights-of-way, medians, easements, and other public improvements.
  • Street Maintenance: Maintenance and repair of City streets and sidewalks, drainage systems, traffic signing and striping, traffic signals, lighting and other public improvements.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

  • Operates small, large and heavy equipment on streets, highways and over terrain; Participate in setup, takedown and implementation of traffic control; Maintain city facilities, parks, trails and other owned assets in area of assignment; Performs a wide variety of manual, skilled and semi-skilled maintenance.
  • Monitors work sites and ensures adherence to safe work practices and procedures; Establishes and maintains safety programs for assigned staff and contractors.
  • Records all applicable data in City work-order management system or other required systems; Ensures that maintenance files, records and documents are appropriately maintained and stored.
  • Participates in the use, care, and operation of a variety of construction and maintenance equipment, chemicals and supplies.
  • Ensures that projects are completed on schedule and within budget in accordance with applicable regulations and standards; reviews schedules of construction.
  • Participates and may lead a crew in assigned work projects.
  • Maintains simple records; reads and interprets directions and sketches.
  • Builds collaborative relationships with team members, property management, City staff, tenants, public utilities, agencies, community members and vendors; responds to and resolves maintenance issues, inquiries, concerns and complaints in a timely and efficient manner, ensuring a high level of customer satisfaction.
  • Cleans, maintains, and properly stores tools and equipment; performs minor repairs and adjustments to assigned equipment; cleans, maintains, and stores painting equipment.
  • Maintains library of literature, brochures, parts books, repair manuals and operation manuals related to division's activities and equipment.
  • Attends and participates in professional group meetings. Stays abreast of trends and innovations in the field of maintenance.
  • Responds to after-hours emergencies and callback when participating in the After Hours On-Call Program, while in a standby capacity or as emergency situations require.
  • Performs other related duties as assigned.
Some examples of specific divisional duties are outlined below:

  • Park Maintenance: Maintains city park facilities including installation, inspection, and maintenance of playground equipment, restrooms, plumbing equipment, and irrigation systems; maintains landscape, sod and other plant materials; maintains storm and drainage facilities; provides proper drainage facilities on medians and park sites; painting; concrete and masonry repairs; and performs other manual labor necessary to complete a job.

QUALIFICATIONS

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Tools, equipment, materials, and techniques used in operations maintenance; general maintenance procedures and methods; operation and preventive maintenance procedures of power and other equipment relative to assigned area; basic electrical principles; safe working practices; principles of customer services; general understanding of the California Vehicle Code.

  • Park Maintenance: Operations, services, and activities related to the maintenance and repair of City parks and public facilities; materials, methods, techniques, and terminology used in the maintenance and repair of City parks and public facilities. Industry landscape construction and maintenance procedures for irrigation and plant material tree pruning; pesticides; proper methods, materials, tools, and equipment used in landscape operations; landscape construction grading, irrigation installation, fencing, trail systems, drainage systems, electrical and plumbing systems, storm drain maintenance and planting.
Ability to:
Perform strenuous physical work with agility and endurance; work in cooperative manner with others and contribute to a successful team effort; use and properly operate assigned tools and equipment; operate assigned trucks and equipment, observing legal and defensive driving practices; understand and follow oral and written instructions; read, write, speak, and understand English in order to communicate with fellow employees and the public and to follow safety precautions and procedures; maintain both written and electronic documentation and record keeping; demonstrate an awareness and appreciation of the cultural diversity of the community; and establish and maintain effective working relationships and contribute to a cooperative team effort.

EDUCATION AND EXPERIENCE

Education/Training

Education equivalent to GED and specialized vocational training program courses in maintenance fundamentals and/or other related maintenance course work.

Experience

6 months of increasingly responsible experience related to maintenance and repair.

LICENSE OR CERTIFICATE
Possession of an appropriate, valid driver's license with satisfactory driving record. A Commercial driver's license with a tank endorsement may be required of some positions or to participate in the after-hours program. Professional certifications and/or licenses and accreditations are highly desirable. Within six months of employment, possession of Valid CA Commercial Driver License, either Class A or B is required.

Holidays - The City observes fourteen (14) paid holidays that include eleven (11) specifically designated days as recognized by the State of California and three (3) floating holidays.

Vacation Leave - A new employee will accrue eighty (80) hours of vacation per calendar year for the first five years of service (one hundred, twenty (120) hours for years five through ten, one hundred, sixty (160) hours for years eleven through fifteen and two hundred (200) hours after fifteen years). Vacation accrual begins immediately; however, a new employee is not eligible to take vacation leave until the completion of six (6) months of service with the City.

Sick Leave - A new employee will earn ninety-six (96) hours of sick leave each year.

Bereavement Leave - Employees are eligible to use up to 40 hours of bereavement leave per fiscal year.

Group Health Insurance Program - A new employee will become a member of one of the City's group health plans (Aetna HMO, Aetna AVN HMO, Aetna PPO, or Kaiser HMO) effective the first day of the month following their date of hire. The City will pay 90% of the health care premium and employees will pick up 10% of the premiums of the plan they select.

Voluntary Dental/Vision Insurance Programs - The City offers two voluntary dental insurance programs, an HMO program and a PPO Program, as well as a voluntary vision insurance program.

Section 125 Flexible Spending Account - All employees are eligible to participate in the City's Section 125 Flexible Spending Account plan administered by Benefit Coordinators Corporation (BCC). This is an IRS-approved plan which enables you to have withheld from your paycheck an amount to cover eligible dependent care, and certain eligible medical expenses without being subject to federal income or social security tax on the income used to pay for these benefits.

Retirement - The City participates in both the Social Security (FICA) and the California Public Employees' Retirement Systems (CalPERS). The City currently contracts with CalPERS for the 2% at 55 benefit formula, Post-Retirement Survivor Allowance, and 3 year average final pay for CLASSIC members and 2% at 62, Post-Retirement Survivor Allowance, and 3 year average final pay for PEPRA (new) members. Employees will contribute 7% or 6.5% towards CalPERS, depending whether a classic or new member.

Retiree Health Savings (RHS) - All employees participate in a Retiree Health Savings plan through the ICMA Retirement Corporation.

Bilingual Pay: A stipend of $100 per month will be paid to those employees utilizing their bilingual skills in the performance of their duties.

Additional Benefits - The City offers additional benefits such as short and long-term disability, group life insurance, accidental death and dismemberment insurance, employee benefit allocation program and workers' compensation insurance.
