Job Responsibilities:

Position Summary: This position has responsibility for all technical functions in regards to the WCS Electronic Monitoring and Drug Testing programs, and will report to various locations depending on coverage needs. The locations include: Waukesha, Milwaukee Administrative office and the Milwaukee Courthouse Complex (Safety Building). The position will perform installations, technical maintenance, assistance with inventory control, de-installations, direct observation drug testing, and reporting to the Courts or referring entities, according to WCS EM program manual and Alcohol Monitoring Systems (AMS) policies and procedures. This position reports to the Assistant Program Director of the Electronic Monitoring Unit.

Essential Functions:
  • Ensure GPS/SCRAM program is set up and administered according to AMS process and procedure guidelines, AND follow all protocols in the WCS EM Program Manual.
  • Provide supervision and support on a daily basis for WCS EM and drug testing Program Participants in Milwaukee, Waukesha, Jefferson, Washington, and Manitowoc Counties, as well as other locations where there is a demand. This includes equipment installation and removal and maintenance of equipment.
  • Ensure complete enrollment/data, as well as every follow up contact with participants in SCRAMNET OPTIX, also develop a hard file for every participant.
  • Review and manage program Participant Agreements for GPS, CAM and Remote Breath.
  • Assist to review and resolve all scheduled maintenance alerts.
  • Assist to review and resolve all communication alerts.
  • Report all alerts and violations in a timely manner according to program protocols.
  • Ensure participants who are paying for electronic monitoring are following agency procedures for payment guidelines, and collect and secure participant fees to the Assistant Director of Electronic Monitoring/Director of Electronic Monitoring.
  • Ensure participants who present hardship with fees addressed by collecting the financial documents necessary for the Director to consider a fee reduction.
  • Ensure all payment plans are staffed and developed with the Assistant Program Director and Director.
  • Ensure all confirmed violations and failure to pay for the monitoring are reported immediately to the Courts or referring authority in a court report, reviewed by program leadership.
  • Provide notification and follow up with agencies and participants based on Daily Action Plans provided by AMS.
  • Maintain inventory and physical control of all equipment at all locations as required. Report any lost or stolen equipment immediately to the Assistant Program Director or Program Director.
  • Collaborate and coordinate with the Assistant Director of Electronic Monitoring and the Director of EM Operations regarding any concerns with the daily operations.
  • Work with WCS program staff and external entities involved with electronic monitoring.
  • Clean equipment according to procedures and secure the equipment in the inventory.
  • Perform drug testing (urine and oral), following all chain of custody and specific program protocols in the Milwaukee and Waukesha County.
  • Check and stock inventory of all drug testing supplies and alert Supervisor of low inventory.
  • Secure all positive urine screens, whether oral or rapid in the designated, locked storage area in the event participant request confirmation testing. Secure all confirmation testing fees PRIOR to sending the sample out and secure in the program safe.
  • Dispose of positive urine screens stored in the refrigerator, per posted disposal schedule.
  • Provide backup coverage to cover office hours at primary site and other sites when requested, including weekend/afterhours drug testing.

Job Qualifications:
Knowledge, Skills and Abilities:
  • Thorough understanding of the court system including programs and procedures.
  • Understanding of case management principles and practices.
  • Experience with managing web-based software and data entry preferred.
  • Specific training and ongoing technical support for the EM/Drug Testing equipment will be provided.
  • Must possess good writing skills, and the ability to multi-task.
  • Develop/maintain positive relationships with Criminal Justice System officials.
  • Certification with EM equipment required within 60 days of hire.
Minimal Qualifications and Salary Schedule:
  • Associates degree in criminal justice or related field.
  • Strong preference for Intoxicated Driver case management experience.
  • Other case management or offender monitoring will be considered.
  • Valid driver's license and insured automobile required.

Work Relationship and Scope: Reports to the Assistant Program Director and Director of EM and Drug Testing Operations.Has contact with a wide variety of individuals including Vice President of EM and Drug Testing, SCRAM Systems personnel, HOC staff, EM participants, courthouse personnel, treatment providers, law enforcement, various criminal justice agencies and other WCS staff.

Working Conditions: Work is performed both in an office environment and in the community where required. The weekly scheduled hours average 40 hours per week; flexible work schedule will include some evening hours .Travel is required to install, maintain and remove equipment. Work with persons involved in the criminal justice system.

Physical Demands: Duties require good hearing and the ability to communicate verbally; hand and finger dexterity for data entry and typing; ability to perform electronic monitoring installations which requires bending, kneeling/squatting to perform this function; ability to collect and directly observe participants being drug tested, following the specific county protocols. Involves driving to various internal and external programs utilizing electronic monitoring and drug testing in Wisconsin. Wisconsin Community Services, Inc.
